Requests from Tools Rodeo carry this user agent:

toolsrodeobot/1.0 (+https://www.tools.rodeo/bot)

toolsrodeobot does not crawl. It only ever fetches a URL that a member submitted for their own listing:

checking that the submitted URL is reachable
finding the site's logo when a listing is filled in
reading the submitted page once so the listing can be reviewed
looking for the "Featured on Tools Rodeo" badge on a listing that claims it (see /badge)

Nothing to opt out of: if you never submitted a listing, toolsrodeobot never visits you. If you did and want it gone, delete the listing.
